A hacker is anyone who knows how to break into computer systems and manipulate code. It has evolved to mean anyone who uses those skills to act maliciously. People in the hacker community prefer to call malicious hackers crackers to differentiate the bad from the good hackers, but to everyone else, they're all just hackers.
